Only if the conjunction of institutional factor in politics and culture with non-institutional factor in human’s civil consciousness, our country’s modernization will present intrinsic aware and dynamic conformity non-sole bulking property advancement. For historical and realistic reason, people don’t have civil consciousness with modern significance. The deficiency of civil consciousness has become one of the barrier of our country’s modernization. Contemporary college students, as the “core power” to construct chinese modernization, not only should be professional personnel who master modern science knowledge, but high quality citizen with modern consciousness. Their condition of civil consciousness and ideology will influence, determine China’s development. But college students have some problems in their civil consciousness and there is a great distance to their roles that they will play in the future. There are many insufficiencies in university’s civil consciousness education, so I research the necessity of college civil consciousness from these two aspects firstly. Simultaneously, it’s feasible to explore this subject. The deepening of higher education reform provides the opportunity for the development of citizen curriculum. Besides, the particularity of the higher education mode highlights the superiority of civil consciousness education. To enhance the pertinency and effectiveness of the college civil consciousness, then I analysis the fundamental factor of civil consciousness and the characteristic of its formation. Finally, I construct the system of college civil consciousness from following aspects: education idea, goal, content, methods and ways.
