It is a systematic engineering sponsored and guided by the government and participated by the Quartet, namely, governments, banks, schools and students. In the process of establishing such a systematic project, the quartets have space to compete and negotiate although the interests and the risks are constantly changing. Having been engaged in national student loan, the author has actual contacts with parties involved. And with continuous accumulation of experience, the author has a comprehensive understanding of the cause. This paper made a detailed analysis of the inter-relationship between the participants from the perspective of game theory based on the data coming from the work carried out in XG University. It aimed to explore all parties’ individual goals and interests so as to find out the existing problems, it tried to establish a model for mechanism of national student loan. Researches on student loans can be roughly divided into three categories: theoretical researches; data analyses; the combination of theory and data. A number of recent studies also use game theory, but only to focus on relationship between banks and students in the game. There are few researches which take all elements of all parties involved in the whole process of student loans into consideration. Therefore, this paper proposed that the Quartet, governments, banks, schools and students, as an integrated whole participate in the work and sets up a systematic “engineering”. The paper attempted to look into the game between these four parties to build a new model of national student loan mechanism with a view to be able to come up with better suggestions to advance fair education and the harmonious development of the campus. This article is divided into six parts: the first part defines the research area of the study.The second part has a literature rev
