A key factor in developing a viable natural gas industry in China is ensuring that the large markets for gas are developed in parallel with the infrastructure, encouraged and supported by government enabling policies. China is further defining a long-term natural gas strategy and developing a clear legislative and regulatory framework. One key area is pricing policy. Natural gas is price competitive with most alternative fuels in China, such as manufactured gas. Thus, natural gas pricing should be based on prices customers currently pay for alternatives – a policy common in other markets around the world, often referred to as competitively based sectoral pricing.
