ABSTRACTIn ABSTRACT In recent years,the reform of China’S power system has advanced step by step,the power design industry has undergone a subtasks from the command arrangements to choose design,and then to present a fairly standard¨system of five¨management(item owners system,project bidding system,proj ect supervision system,the contract system,proj ect Acceptance of the completion)the transformation process,power design competition in the market has become increasingly intense.The competition in the market,in the final is talent competition.I have done some researches to try to discovery a new payment model that can attract and preserve excellent talents. This thesis firstly expounded on the theory related payment system, and then analyse the payment system of HN Electric Power Survey and Design Institute,final presents a payment model which is for the power design companies.This thesis consists of four parts. Paal,The first part of the payment system theory outlined three major aspects:1,the concept and consitution of payment; 2,job evaluation theory; 3,related motivation theory. Pan2,To analyse the payment system of HN Power Survey and Design Institute,mainly from three aspects:1,HN Electric Power Survey and Design Institute basic profiles,2,on the existing payment system,3, HN Electric Power Survey and Design Institute existing the main problems of payment system. Part3,In order to resolve the problems about HN Electric Power II Survey Survey and Design Institute existing payment system,This thesis does a case research,and presents a payment model which is for the power design companies. Part 4,HN Electric Power Survey and Design Institute will pay adjustment and the forecast results before adjustment for the status quo level and the market level comparison as a basis for a fair pay adjustment programs,competitive,and stimulate design principles,such as a brief evaluation. These ideas may be some of values as a reference to other colleagues. KEY WORDS power
