ABSTRACT This paper adopts methods of theo;ticall analysis demonstration analysis,through personnel interwiew and questionnaire survey as well as analysis of historical data,utilizes several kinds of human resources diagnosis quantity meters and methods,carries on the diagnostic analysis from both quantitative and qualitative studies to the 瑚city tobacco company human resources management system, analysises on the extant question of enterprise.Firstly,the human resource management in the enterprise iS still at the traditional administrative personnel management stage.Its main characteristic is taking¨the matter¨as the center,only seeing’’the matterbut not seeing¨the person,only seeing some aspect,but not seeing the whole and the systematic characteristic of the person and the matter.treats it as one kind of¨tool¨,and pays attenion to the investment,use and contr01. Secondly,the enterprise is short of the human resources plan and the related policy.The human resources management often pays great attention to the company interior staffs related items such as the employment advertise,the staff contract management,checking attendance,the achievements appraisal,the salary system,the reassignment,training and SO on.It actually has neglected the relashionship with customer,has not concerned about the customers’ demands,the market changes,business strategy,and market environment consistent strategy for human resources management.Thirdly,modem h uman resources management framework has not been established yet. There still many human resources management functions are far from perfect.The modules among the whole human resources management system are too conflicted or inconsistent,difficult to play the overall effectiveness of human resources mangement.
