摘 要 如果说道路是城市的血管，那么公交场站正如城市的穴位。随着国家优先发展公共 交通政策的实施，城市交通拥堵问题的严峻，带来了城市内公交车数量的迅速增长，但 公交场站的规模却没有同步的增长与配套。城市土地资源的珍贵以及场站建设资金的匮 乏，阻碍了公交场站的建设与发展。土地资源的珍贵性促使公交场站应该改变原有粗放 式的土地利用形态，而建设资金的匮乏迫使公交企业应该转变思路，应利用现有的资源 实现自我“造血功能”，国家的政策层面提出利用公交设施用地的地上、地下空间按照市 场化原则进行综合开发，通过这一举措不仅能够充分利用土地的使用价值、提高公交场 站服务能力，还能实现收益来促进公交更好的发展。 西安市作为首批“公交都市”示点城市，公交场站的建设力度加大，建设资金匮乏的 背景下，本文通过对国内外公交场站综合开发案例及理论研究，对??旗西路公交枢纽站 的综合开发进行了一定的研究，通过确定传统式方案的最大公交服务能力指标，以至少 满足传统式建设方案的公交服务能力为基本原则，对综合开发方案的开发模式、建设模 式及规模进行了研究和确定，提出了综合开发的判别条件，然后对传统式建设方案及综 合开发方案进行了财务的评价，并对综合开发方案的相关指标进行了经济性分析与研究， 为项目建设的投资者提供相应的决策依据，为其他公交场站的建设项目提供一定的参考。 关键词：公交枢纽站； 综合开发； 经济评价； 评价指标 i Abstract If the road is the citys blood vessels , then the bus station is the points of the city.
