Abstract A lot of colleges and universities have been in the Campus Computing．Some of them are using the idea of URP in their Campus Computing construction，such as Tsinghua，Fudan， Shanghai Jiao Tong University and East China Normal University．Although each school takes different measures or practice in the process of information construction，according to its own characteristics，the overall idea is identical一一overall planning and distributed implement． This paper focuses on how to build informational campus effectively and efficiently． Around this thesis，it discusses the theory of informational construction and its applications， especially the application ofURP model in colleges and universities． Firstly,it summarizes the achievements in the research of the Campus computing in all over the world，and discusses the purpose and significance of this paper． Secondly,it elaborates the concepts and theories of the Campus computing，defines the purpose and significance of it，and analyses the developing trend of Campus computing． Then it discusses many problems in the informationization process in OUr colleges and universities，such as the blind investment without overall design，the inside construction without master planning，inefficient use of funds，serious lag in building information resources，and nonstandard organization and management system． Thirdly,it discusses the ERP in the enterprise informationization．It compares the campus and the enterprise．WiⅡl the core ideas of the supply chain and the information integration and the actual situations of the campus，it advances the composition and characteristics ofthe URP． Fourthly,it applies the URP idea into OUr Campus Computing．It advances the purpose， plans，principles and modes of the Campus Computing based on the URP model．It introduces the methods of the URP information systems planning，and then discusses the framework of the E-campus based on the URP model，including the URP platform， applications，portal，and the URP dat
