青龙电大行政管理学专科论文 青龙电大行政管理学专科论文 PAGE II PAGE I 摘 要 在财政政策的发展过程中，财政政策分析发展战略的研究，无疑是财政政策分析发展的前提和指导，其规定的内容和方向直接奠定了财政政策分析发展的基调。因此，本文要以严谨分析为基础，为我国财政政策分析发展战略的构想作出初步研究。 首先，在理论方面，笔者通过对我国财政政策分析发展战略理论以及国外的区域经济发展战略相关理论的研读，以我国财政政策分析发展战略理论的沿承为脉络，总结出当前我国财政政策分析发展所要面对的新情况。 其次，本文以财政政策分析发展的相关理论和经验为指导，紧扣我国财政政策分析发展和我国财政政策分析发展战略的重点问题。利用我国136个县级单位的实际发展数据，采用成熟度较高的因子分析法深入剖析，严格遵循战略理论研究相关步骤，为我国财政政策分析发展战略构想做好充分准备。 再次，以充分准备的依据为基础，从宏观层面总结出我国不同类型的经济发展战略构想的SWOT分析，并以此为基础列举具体的发展模式和实例。 最后，在对我国财政政策分析发展水平进行调查和评价的过程中，本文运用了定性定量、实例分析、构建模型等多种研究方法。将良好的财政政策分析发展规划是财政政策分析健康快速发展的保障贯穿全文，重点放在了如何解决财政政策分析发展过程中所遇到的困境上。 关键词：我国财政政策分析；发展水平；战略构想 Abstract In the process of the development of fiscal policy, fiscal policy analysis development strategy research, no doubt is the premise and guidance in the development of fiscal policy analysis, content and direction of its rules established the fundamental key of fiscal policy analysis development directly.
