And the study of the inter- organizations, especially the causes and process will be a ba- sis. Using the inter- organizations can remedy the double failure of the government andthe market inthe improper allocation of resources. This paper constructs an evolutionary game model to interpret the appearance of the inter- organizations which is a congruously logical framework analysis based on the limited rational hypothesis.
