Due to our self-heating system factors, the proven foreign technology is more difficult to carry out in our country. Therefore, the paper based on the specific problems of Chinas heating supply in the indoor living environment to meet the comfort requirements as well as to promote the application of large-scale household heat metering, and carry out further exploration and research the accuracy of household heat metering of users and the fairness of cost-sharing of heating based on the heating mode. In the paper, the unsteady-state heating process of theoretical derivation for on-off valve regulation mode of heat supply system was analyzed and obtain on-off valve opening time ratio of theoretical formula, the different coefficient T of heat reserves of rooms lead to the different opening time ratio when the same heat demand of users; The issue of the actual heating supply caused by the water temperature changes due to regulation, user who changed the individual radiator area and other factors that can also caused the on-off time and area method for heat allocation were not accurate and not fair. Based on the method of on-off valve regulation mode of heat supply, the paper had set up an experimental system which calculated the length of time for the valve to be closed when the experimental indoor temperature reaches the room temperature controller setting. The experiment had a research on the factors that the fairness and accuracy of the on-off time for heat allocation were influenced by the design heat loads and the temperature of water supply in user’s room.
