As an important part of traditional water conservancy, irrigation district’s main duty is irrigating for the agricultural production. With the help of modern computer communication technology, irrigation district management department made a series of information works, including weather forecasts, rainfall detecting, reservoir water level monitoring, agricultural land and flood detection, irrigation management,etc. This not only improves the management, irrigation efficiency and water utilization, but also is significant to the agricultural production. The irrigation district office automation a part of the informationgnal construction, has changed the traditional official ways, achieved the efficient paperless office by human-computer interaction.For different needs,it has a variety of forms,including the document flow, issusing the public announcement, personnel information management, e-mail system management, file management ect. Against the characteristics of irrigation district office and its needs an e-mail system has developed in this paper. This systems could combines the communication and files transfer,which facilitates the internal communication of the irrigation management department. The e-mail system are mainly composed of mail module, mail acceptance module, folder management module, the contact management module, system configuration module.In this system, the message transceiver module is the core.Sending is implemented by SMTP, which is a simple mail transfer protocol, and all the email communications people used now are transmitted through this agreement.Receving implemented through POP3.The client and the mail server are connected through a username and password.
