The fundamental position in the economy of Agriculture has been strengthened, and the general grain output has reached a new historical record. The husbandry industry was also developing toward a more speculative perspective. Also, the position interchanging of main and supporting industry has been achieved. However, still some factors and critical problems are restraining further agriculture industry development of Harbin. To be specified, the contradictions in the industry system, the disjoint of RD and agricultural producing, the inadequacy of scientific research support, the lacking of general proposal and strategy, the imbalance of regional economy development, the inefficiency of market resources allocation, the blindness of agriculture production and the lag of human resources in country and for agriculture industry, as well as the unavailability of a robust industrialization system. The solitary way to work out and solve these problems is to push forward the suburb agricultural modernization steadily by concerning and combining the specific situation of Harbin. In this dissertation, the background is introduced, along with the domestic and abroad study achievements in this area are reviewed to lead to the theme of this dissertation. Following a systematic review on the current situation and developing advantages of the development of agriculture industry in Harbin suburb, the advantages and disadvantages are stated. By using and studying the experiences in developing mode and considering the specific situation of Harbin, general and detailed targets are proposed.
