Safe-production has become one of the most important issues which all the people are concerned about. Safe-production is the important task in the electric power generation industry, and safe-production management is one of the most important matters to power stations. Under the new circumstances of electric system reform, The Third Power Plant of Harbin confronting new challenges, must practice Safe-production objective responsibility management system and perfect it continually according to the requirement of times. The thesis takes The Third Power Plant of Harbin as researching subject. Firstly, it reviews the theory basis of safe production, then, it analyzes and explains not only the realistic problems of Safe-production in The Third Power Plant of Harbin, but also influence factors and basic factors which are produced by the realistic problems. Because of the difference between the safe production objective responsibility management system and general objective responsibility management system, this thesis explains the main idea and requirements and basic factors in safe production objective responsibility management system in The Third Power Plant of Harbin. Finally, the thesis uses many evidences and examples to analyze this system, and testifies the active effect which objective responsibility management system has produced in The Third Power Plant of Harbin.
