哈尔滨工业大学工商管理硕士学位论文 哈尔滨工业大学工商管理硕士学位论文 - - II - Abstract Harbin Heat and Electric Power Co., Ltd(HR),former Harbin Heat and Electric Power Plant, was set up in 1958, reorganized mechanism into Co. in 2001,now is the largest heat and power combined enterprise in provincial capitals of China.With the continual deepening of electric power system reform, HR is facing larger and larger running pressure ,managerial cost rising, differrent kind of contradiction and disharmonious facters presenting, especially some problems in human resources management. Implementing human resources developing strategy ,set up and perfect human resources management system, optimizing and distributing limited human resources in new mechanism and model have become urgent task. The paper first elaborates the theoretical and practical meaning of paper -writing , introduces the theoretical research and practical profile on human resources management. Then writer introduces the fundermental state of HR,according to present human resources state of HR, have an analysis in eight aspects, which are human resources plan, employment, training and developing, working achievement management, salary management, organization structure, key technician lose of production system ,enterprise culture construction, at last points out existent problems. Finally, combined with human resources management practice of HR, according to existent problems eight measures have been made, on the base of conformity of human resources management terrace and internal potential-digging, writer brings forward that the key point is by means of human resources management to quickly solve the enterprise ability shortage, especially capacity shortage of human resources . Writer hopes promote human resources management to a new level through adoption of these strategical act, provide a powerful support to HR’s sustainable development.
