The YVS projects supply a great deal of volunteer service in fields of poverty relief, community service, environmental protection and events in large scale, playing an important role in promotion of social civilization and youth progress. As a kind of social consciousness and publi c will, the YVS is playing more and more important role in economic and social development of Harbin City. However, there do exist some defects in integration and development of human, material as well as financial resources, short of management system in a long run. In other words, scientific volunteer service concept has not been formed so far without sufficient social support, legal and systematic protection as well. So far, the studies on problems of the YVS are limited in field of sociology, lack of further, detailed and systematic ones. Therefore, this paper, in view of public management, makes a specific study on problems of YVS projects in Harbin City accordingly and put forward corresponding counter-measures hereof. This paper begins with introducing work basis on the basis of relevant concepts, theories and experiences of volunteer service both at home and abroad. Then, based on current situation of the YVS projects in Harbin City, makes a further study and analysis on existing problems of Harbin ’s YVS projects in fields of organizational management, mechanism construction, guarantee system, human resources recruitment, social support and project enforcement as well.
