IV IV competitiveness has been proposed tentatively for the further study about the evaluation system of competitive and empirical analysis. The third section: The establishment of the evaluation system. This part discusses the standard of the index system. Besides, according to the theory of competitiveness, the evaluation system has built including 5 levels and 24 specific indexes. The fourth section: development of typical bay-type cities. Four domestic bay-type cities which we believe to be the most typical at present are chosen. The fifth section: The competitivenesss determination and comparison among Qingdao, Xiamen and Quanzhou. The competitiveness are evaluated synthetically according to five aspects, namely the economic development, opening up, environment and resource, marine economy and living standard and social progress. The result is Xiamen has the best competitiveness, Qingdao takes the second place and Quanzhou is the last one. The sixth section: The suggestions about upgrading the competitiveness. Here are five advices as follows. The first, to consider and plan the industrial pattern in entirety and strengthen cooperation with neighboring cities. The second, to develop the port economy. The third, to construct the eco-city and accelerate urbanization, as well as studying the external experience. The fourth, to enhance the marine science and marine talents in promoting the change of the mode of economic development. The fifth, to expand the depth and width of opening to the outside world .Last but not least, strengthen the work of pollution control and ecological conservation of the bay. The seventh section: conclusion.
