IV IV been carried out by Customs in some developed countries. Meanwhile, China Customs has always been working hard on the promotion of trade facilitation. Such decision has been made that a modern Customs system shall be established before 2010, which will be connected with the current international rules and be harmonized in the relationships both between supervision and efficiency and between safety and facilitation. This thesis starts from the problems that China Customs is now facing in the process of trade facilitation. It will study and analyze several subjects such as how to learn experiences from those developed countries；how to improve the current law system and the on-the-spot operation mode considering the administrative cost and country profit；how to put E-government affair into practice by taking risk management, and it will also discuss the countermeasures and advice concerning Customs affairs. The thesis will combine literature search with demonstration. By researching the difficulties that we are now facing in the negotiation courses of trade facilitation and successful measures that have been taken by the developed countries, it will present the countermeasures and advice concerning Customs affairs while taking the unique situation of China Customs into account.
