There must be something else that correlate tax growth. Scholars both domestic and abroad study a lot, but has not yet reached a consensus.From 1998 to 2007 in Harbin City Government rent income has grown rapidly, elasticity coefficient greater than one, but compared with the national, Harbin City Government rent low income growth rate. In this paper, on the economic growth and tax revenue growth and the correlation between the ownership structure, industrial structure, and management factors, price factors and policy factors on the tax revenue on the basis of impact analysis, through Harbin City from 1998 to 2007 the Decade of the Government rent income and economic growth and factor analysis, the proposal for the increase in Harbin City Government rent revenue measures.
