It starts a new type of space which has no boundary, and is offering information and services for countries, areas, organizations as well as individuals. It has completely changed the ways of our storing, delivering, and obtaining information. It also brings great impacts to governments whose responsibilities involve managing national and social affairs, and providing services for all the citizens. It is time for all governments to face issues such as improving transaction procedures, upgrading internal administration, enhancing service quality and changing the images of themselves. Based on the context discussed above, a kind of e-government system was brought up. Harbin local government put emphasis on the construction of electronic political affairs system. It is also a perfect development opportunity for e-government construction, when our country is encouraging the development of building Harbin as old industrial base and new-type industrial pathway. This paper explicitly explains the construction and utilization of e-government and informationization process in Harbin Municip al Party School. It mainly involves construction of infrastructural facilities, network between internal departments, establishment of school portal website, and setting up the internal and external network isolation system. These are the rudiment of e-government, which finally gives rise to the introduction of OA system -the Government coordination office automation software. The author carefully analyzes the problems that existed in the early phase of e -government, especially before the introduction of OA system, such as the problem on website design, and relevant application problems. This paper also demonstrates the reasons why OA system is needed and the principles and purposes of system construction. In addition, the flow of software design
