Form 2007, world economy has been faced on the inflexion with the USA economical weak gliding. Forced by the price rising of the materials, energy as well as the globe inflation, the modern international enterprises are focus on the fields in cost, plan, quality and service. It is the most importance that they emphases on how to keep the old customers, explored the new market and pursue the value projects. By using Harbin Power Engineering Co. Ltd. for the sample in this paper, through carefully research and study to the inner cost system. Consulting the model of management in the right fields with the knowledge on integration, scope, cost, quality, communication, procurement, human resource and risk, which is from the PMBOK published by the PMI (Project Management Institute). Attempted to find the problems on the inner cost controlling of the project management in the international EPC contractors and analyzed the background reasons on the view of the management and performance, the author wished rebuilt the management system and set up the information system based on POWERON through the improving of the manage model and enterprise culture, in order to resolve the chop points in the field
