Abstract
Development of Education Informatization in rural areas is the effective measures to narrow the gap of urban-rural educational modernization, to promote balanced development of urban and rural education, Teachers educational technology capacity are important factors in promoting the development of education informatization. Therefore, improving teachers educational technology capacity in rural areas is crucial. This paper selected rural and urban primary and middle school teachers in Guizhou province as the research object, survey the teachers educational technology capacity and
training in rural and urban areas in Guizhou province. Research
purpose is to provide strategies for rural primary and secondary school teachers in Guizhou province on education technical ability training, to raise the level of rural teacher education technique
ability. Research content: The primary and secondary school teachers education technology ability standard (Trial Version), teachers education technology related concept, learning theories and teaching design theory, the application of SPSS in the education statistics. Understanding of teachers education technology ability request, to design reasonable and effective questionnaire, to analyze the questionnaire data processing, find out the

include: literature research, questionnaire investigation, comparative research and mathematical analysis method. Main conclusion is: Guizhou province rural primary and secondary school teachers education technology ability training should combine unified training and school-based training, stratification and classification of training, to carry out collaborative training to point with surface area, Set up online-learning platform after training.
