Because of complex geological structure and gas, coal dust, coal and gas outburst, fire, flood and roof accidents frequently, serious accidents occur occasionally in our country, which not only influence normal construction and production of coal mine seriously and cause huge economic losses, but also threaten life safety of mine workers in coal mine. The geological conditions in Hancheng mining area is a representative example. Safety of coal mine has become the most important work in safety production. Construction coal mine safety management system is an important measure to prevent and reduce accidents and improve emergency handling ability. Based on analyzing coal mine safety management situation at home and abroad, theory of coal mine safety management was summarized, and safety problems of complex geological conditions in Hancheng mining area were analyzed. At the base of SWOT analyzing typical Xiangshan coal mine in Hancheng mining area, enterprise’s own competitive advantages, disadvantages, opportunities and threats were known. Then four key elements which were object, human, management and information and their indicators were analyzed. Basic model of safety management system was set up, including safety state management of object, safety behavior management of human, coal mine safety supervision, coal mine emergency rescue system and coal mine safety information system. Construction of this system realized safety and sustainable development in complex geological conditions, and also provided useful reference for coal mine safety management in complex geological conditions.
