华中科技大学硕士学位论文 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract In the era of knowledge economy, the value of ST talents can be further highlighted, and the resource of ST talents is becoming the most valuable and scarce resource day by day. The quantity and quality of ST talents is an important indicator when measuring a countrys comprehensive national strength, and it’s also an important support of carrying out the strategy of making a country stronger by producing more outstanding personnel. ST globalization will inevitably lead to intensified competition in talents and promote the flow of international ST talents. In the international context of the ST globalization, the problem is attracting worldwide attention. Therefore, studying the influencing factors of the flow of international ST talents is meaningful in both theoretical and practical perspectives. On the basis of some predecessors related research on the flow of ST talents, this paper summarizes the conception, reasons and influencing factors of the flow of ST talents firstly. Secondly, it deeply analyzes the present situation of the flow of ST talents. And then, this paper uses the comparison research methods to analyze typical countries, including American Canada Australian and BRIC countries, in order to study the influencing factors of the flow of ST talents in those countries. Thirdly, integrating with the mechanism of formation of the flow of ST talents, the article constructs the influencing factors model of the flow of ST talents, which points out that personal preferences, educational growth, economic benefit and environment and policy of ST are the main impact factors of the flow of ST talents. Lastly, with an empirical analysis taking the case of China, this paper establishes the evaluation indexes and index weights of influencing factors and puts forward the countermeasures and the suggestions to the flow of ST talents in China according to the empirical conclusions.
