The false information will cause regional social unrest, local social risks and further trigger a social crisis. In the year 2005, Harbin City witnessed one large-scale earthquake rumor event, throwing a serious impact on its economic and social life. At present, facing the global earthquake prone to frequent trend situation, the city is faced with an extremely complex earthquake situation, meanwhile the potential earthquake hazard in Harbin City’s surrounding areas to the city will make the spread an d impact of the earthquake rumors incidence increased significantly. Hence, we should focus on strengthening the risk control and management of the earthquake rumors while doing varieties of work on earthquake disaster reduction. Therefore, the research on Harbin city government’s responses to earthquake rumors of unexpected events has a very important practical significance in the occurrence of effective prevention and control of the earthquake rumors, and promoting the improvement of the city ’s emergency response system. On the basis of relevant home and abroad theories, this paper sets up the theoretical support for the establishment of Harbin City’s institutional mechanisms in response to the earthquake rumors, and analyzes the role government should play in risk control and management of the earthquake rumors. On this basis, adopting a combination of such methods as investigation and research, seminars, domestic and international comparative analysis and case analysis, this paper makes a comprehensive and systematic analysis of the current situation and main problems of Harbin City’s institutional mechanisms in response to the earthquake rumors.
