We should speed up the construction of vocational qualification appraisal system, according to the new requirement of consummation of socialist market economy system, and develop the appraisal work oriented by the capability and achievement. We should gradually establish a well categorized and canonical appraisal system for specialized technical personnel. To get the social and professional recognition for our appraisal of the technical personnel, we should make efforts on following aspects: first, the appraisal work should meet the need of development of our economy and sociality.
