Research Research on the prob I ems of Guangx i po I i cy agr i CU I tura l i nsurance deve I opment ABSTRACT Policy-oriented agricultural insurance is through the central in the guangxi zhuang autonomous region，autonomous regions and cities and counties in three levels of subsidies for farmers in list subsidy of agricultural insurance of insurance of a kind of insurance for fixed-point support model，the core of this project lies in the combination of government and market forces，to share risks and safeguard the purpose of the district agricultural production and living．As a special fmancial instruments，promoting policy—related agricultural insurance examples at home and abroad，development prospects have been domestic and foreign experts unanimously approved． Guangxi Zhuang autonomous region，the government attaches great importance to the policy—related agricultural insurance work in recent years，worked out the”about further speed up the development of policy·related agricultural insurance to promote sustained and stable development of agriculture of the several opinions，put forward the policy—oriented agricultural insurance work of promoting mechanism and measures．But there are some main problems in implementation and promote：one is the understanding of policy-oriented agricultural insurance work of local government is not enough；2 it is to form complete set of policy is still imperfect，for job role is very limited；Three farmers insurance consciousness is not strong，the insured enthusiasm is not high；Four losses because of policy—oriented agricultural insurance is relatively serious，grassroots insurance company concerns；5 it is propaganda is not in place． Aiming at the problems above，this article analyzed the Guangxi Zhuang autonomous region，the developing mode of policy-oriented agricultural insurance at present，summed up the government and participate in the management policy·oriented agricultural insurance companies to promote business development practice
