PAGE PAGE 1 城市化进程中的社区建设与管理 【内容摘要】社区是城市的基础，是城市社会管理最基本的单元，随着改革的深化、市场经济的发展和城市化进程的加快，社区在加强城市管理、服务市民生活、提升文明程度、发扬基层民主等方面的作用越来越突出，而我国社区在社区党组织建设、社区财政投入机制、社区参与、社区工作队伍建设、社区与政府的职责划分及社区服务等方面存在许多不足，与日益加快的城市化进程不相适应。因而，从城市化的角度研究社区发展，是促进中国社区健康发展的重要切入点，同时对于推动中国城市化进程和社会经济协调发展亦具有重要的现实意义。 【关键词】城市化进程 社区建设 The community building and management in the process of urbanization 【Abstract】 The community is the foundation of the city, and the most basic unit of social management of the city. With the promotion of the reform, the development of market economy and the quickening of urbanization process, the community plays a more and more outstanding role in strengthening city management, serving citizens life, promoting civilization intensity, and developing the democracy in grass-roots units, etc. However, the Chinese community exist a lot of deficiency in communitys partys organizational building, community finance invest mechanism, community participate in, community job building of contingent, community and governments segregation of duties and community service, etc, and which cant conform with urbanization process accelerated day by day. Therefore, studying community development from the angle of urbanizing is an important breakthrough point that protects the healthy development of Chinese community, at the same time, which has an important realistic significance to the Chinese urbanization advancement and social economy coordinated development. 【Key words】urbanization process community building 一、中国城市化进程阶段和问题 1978年改革开放以来，中国的城市化在国民经济高速增长条件下迅速推进，城乡之间的壁垒逐渐松动并被打破，特别是乡镇企业的发展，使得中国的小城镇数量迅速扩张。2003年以后，我国的城市化进入了快速发展阶段，城市的经济、社会、政治迅猛发展，城市的基础设施、空间结构等进一步优化。但是，快速发展的城市化，仍存在一些问题。 （一）中国城市化进程阶段 改革开放以来，我国的城市化进程大致经历了以下四个阶段： 1、1978－1984年，以农村经济体制改革为主要动力推动城市化阶段 这个阶段的城市化带有恢复性性质，“先进城后建城”的特征比较明显。第一，表现在大约有2000万上山下乡的知识青年和下放干部返城并就业，高考的全面恢复和迅速发展也使得一批农村学生进入城市；第二，城乡集市贸易的开放和迅速发展，使得大量农民进入城市和小城镇，出现大量城镇暂住人口；第三，这个时期开始崛起的乡镇企业也促进了小城镇的发展；第四，国家为了还过去城市建设的欠帐，提高了城市维护和建设费，结束了城市建设多年徘徊的局面。这个阶段，就人口来看，城市化率由1978年的17．92%[1]提高到1984年的
