At present, the natural agriculture had already developed in the certain degree in the world scope. In China, the agricultural population occupies the overwhelming majority, the development of natural agriculture is not only the request of greeting the whole world economic integration, but also the important way of the implementation of Development of the West Regions strategy, the construction on the new socialism countryside and harmonious society. Therefore, discussing our countrys strategic countermeasure of natural agricultural development and constructing our countrys natural agricultures innovation system are my articles starting point and focus. Based on the reviewing on the natural agricultural development course and the contrastive analysis on the natural agricultures correlation theory, in view of the connotation of the natural agriculture, this article has analyzed the importance of the natural agriculture development, the main question which the natural agriculture exists and what cause it. Analyzed based on above, it proposed guiding ideology which propell the natural agriculture development, integrating the system philosophy, the ecology philosophy and the economical philosophy, from the aspect of ideology, the market main body, the environment system, the management system, the technical method, the marketing strategy, the investment main body and the agricultural structure, systematically discussed the strategic countermeasure in constructing our countrys natural agriculture, then drew the basic conclusion as follows: The natural agriculture itself is a huge system engineering which is developing, infinite, changing unceasingly.
