基于多级模糊综合评判的网络舆情安全评估指标体系研究（上） Research on security evaluation indicator system of internet public opinion based on fuzzy comprehensive evaluation 戴媛 助理工程师 中国科学院计算技术研究所 郝晓伟 副研究员 国家计算机网络应急技术处理协调中心 郭岩 助理研究员 中国科学院计算技术研究所 余智华 副研究员 中国科学院计算技术研究所 摘要：近几年我国通过网络爆发的重大舆情事件激增，使得网络舆情安全监管和预警形势极为严峻，引起了国家的高度重视。构建网络舆情安全评估指标体系能为网络舆情分析及预警技术与应用系统的实现和应用提供系统化、整体性的基础性平台。本文(上) 将“舆情”这一通过社会层面定性描述的概念与“网络”这一通过技术层面定量表征的概念有机地契合，构建了网络舆情信息在传播扩散、民众关注、内容敏感性、态度倾向性四个维度的安全评估指标体系。本文(下)采用多级模糊综合评判的方法建立了安全评估模型，实现了网络舆情安全态势的客观评估。 关键词：网络舆情，安全评估，指标体系，模糊综合评判 Abstract: Recent years, significant events of public opinion are greatly increasing via Internet in China, making the status of Internet public opinion’s supervision and alarm distinctly severe, and arises our country’s high attention. Establishing security evaluation indicator system of Internet public opinion can support a systemic and comprehensive basic platform for the implementation and practice of “Internet public opinion’s analysis and alarm’s technology and system”. This paper effectively combines “public opinion”, the social concept to describe qualitatively with “Internet”, the technologic concept to describe quantitatively, and establishes security evaluation indicator system of Internet public opinion from four dimensions: “spread and diffusion”, “concern of citizens”, “content’s sensitivity” and “attitude inclination”. Using the method of fuzzy comprehensive evaluation, this paper constructs security evaluation model and uses quantitative evaluation methods to objectively evaluate the security state of Internet public opinion.
