AbstractNowdays，economic Abstract Nowdays，economic globalization has become a trend that can not be turned round，and investment liberalization must become its intrinsic requirement under this background．After the second world war，developed counties devote themselves to promote investment liberalization，some nations，governmental organizations and nongovernmental organizations have formulated and reached a series of multilateral and bilateral rules to regulate international investment activities．But it is regretful that these rules are either limited to regulate bilateral and regional multilateral investment or inclined to solve non—substantial and one—dimensional investment．Thus they can not regulate comprehensive investment，the most basic reason is that developed countries neglect the benefit of developing countries in the course of promoting intemational investment multilateral legislation．Meanwhile，time，the lack of valid legislative platform and technology,the outstanding of regional benefit also become the restrictive factors．Recently,there are four advices about the platform of future multilateral investment legislation：0ECD、WBG、UNCTAD and WTO．Among these，developed countries are inclined to regulate international investment within WTO，and developing countries tend to discuss international investment problems under UNCTAD． This thesis argues that it has much more possibility to construet a international investment multilateral agreement within WTO afier reviewing the process of international investment legislation and analyzing the difficulties and substanstial problems that need to be solved．WTO’s purpose and rules，extensive representative，successful legislation experience，valid disputes settlement system and negotiation method prove that hitherto WTO is the most appropriate platform to solve international investment problems。but the core pfoblem pfoblem of constructing a international investment multilateral agreement within WTO is stil
