ABSTRACTChina’S ABSTRACT China’S construction and related industries have flourished in a sustained building boom，which give a good condition for the development of engineering insurance．Construction market is a market with high risk．To manage and distribute the risk，we should develop and perfect the ellgineering insurance．On the other hand， instead of completely taking over，the government should mainly play its macroeconomic regulation and control role by establish engineering insurance which has the function of restrict the construction market． The engineering insurance has come into being all integrate system in the developed country．Comparing to the developed country，we still have many problems which baffle the development of engineering insurance，such as lack laws of canying out engineering insurance compulsorily；no sources of premium，the constructions which apply for engineering insurance are disequilibrium and the competition of large—scale construction is intensely and SO on．All of these will give negative impact on the development of engineering insurance．Facing with the rapid development of construction and the entry of WTO，it is nO time to delay realizing the actually condition，the exiting problems and finding the right ways to solve the problems．The paper is just on the purpose of it，and try to give some constructive advices after studying the theory of engineering insurance． The following four chapters are included in this thesis to discuss： Chapter one，is the introduction of the theory of cOnstruction、construction risk management and engineering insurance．Now we have established the system of feasibility of the construction and invited the punic bidding system to construction market which distribute some part of the risk．But the system of engineering insurance to keep away the dsks of construction is weakness．The later part of this chapter also analyse the part related to the engineering insurance of construction market． Chapter two gives a simple intr
