大连财经学院本科毕业论文 国外长期护理保险对我国的意义与启示 作 者 于 慧 颖 系 别 管 理 系 专 业 劳动与社会保障 年 级 2013 级 学 号 201362037 指导教师 邵 思 齐 答辩日期 成 绩 内 容 摘 要 为了改善中国人口老龄化导致的老年残疾或半失能老年人口增加的现状、及因妇女总生育率下降、女性劳动参与率提高情况导致由女性家庭成员照顾老人的传统护理方式和家庭规模产生变化的现实现象。这一系列变化政府意识到我国原有社会医疗保障体系已经无法在长期护理方面满足社会总需求，供需的缺失导致了长期护理费用不断攀升的情况发生。随着愈益严峻的长期护理问题的发展，如何运用借鉴他国建设发展情况成为我国长期护理保险建设的关键。如今，日本和美国作为社会保险和商业保险典型代表，两种模式构成了世界长期护理主要模式。在本文中，通过对现有护理保险典型模式深入研究，吸取长期护理保险发展的经验和教训，结合我国实际情况，提出中国发展长期护理保险过程中对制度建设的相关对策。 关键字：长期护理保险，发达国家，我国，启示 Abstract In order to improve the Chinese aging population leads to disability or semi-disabled elderly increased because of women’s status,and the total fertility rate decreased,the female labor force participation rate increased to the phenomenon of the traditional nursing mode by female members to take care of the elderly and family size change.This series of changes in the government’s awareness of the original social security system in China has been unable to meet the overall needs of the community in terms of long-term care,the lack of supply and demand has led to the rise of long-term care costs.With the development of the long-term care problem is more severe,how to use other countries developent become the key to construction of long-term care insurance in china.Today, Japan and the United States as a typical representative of social insurance and commercial insurance, the two models constitute the worlds long-term care model. In this paper, based on the existing nursing insurance typical mode of in-depth study, learn from the development of long-term care insurance experience and lessons, combined with Chinas actual situation, put forward relevant countermeasures for the construction of the system of the development of long-term care insurance in the process of Chinese.
