* * Good morning. As Steve mentioned, I am Jennifer Ryan, manager of state relations at AAA. This morning we are going to discuss distracted driving. While it is not a new problem, it has been brought to the forefront because of the increase in the number of cell phones being used today as well as some highly publicized crashes. Distractions have always been a factor in the safe operation of motor vehicles and they were actually discussed back in 1913 with the invention of the windshield wiper, which was thought to possibly hypnotize drivers. 2 But, regardless of the reason, drivers who are distracted do 3 things – 1) They react more slowly to traffic conditions or events outside of the vehicle, such as a car stopping or pulling out in front of you 2) They fail more often to recognize potential hazards such as pedestrians, bicyclists or debris in the road 3) They have a decreased margin of safety, which leads them to take risks they might not otherwise take, such as turning left in front of oncoming traffic What is driver distraction? It represents a range of problems far more encompassing than just talking on a cell phone. Examples include rubbernecking, adjusting the radio, attending to children, talking to a passenger, eating and drinking, reacting to conditions outside the car, and using a cell phone. What can we say about these activities? Well, we have all done them. Distracted driving is a major problem, it has been found to be a factor in 25% of all motor vehicle crashes. To put that into perspective, of the 6.5 million motor vehicle crashes reported last year, at least 1.6 million of them were found to be related to distracted drivers. 10 As I said, while it is cell phones that have brought the issue of distracted driving to the publics attention, research shows that a wide range of everyday behaviors contribute to crashes.
