Unit 5　Commodity Inspection Text B 3　 The certificate can be useful at least for following purposes： 　　It guarantees the import goods as to their quality, quantity, specifications, etc; 　　It serves as the basis upon which solution can be reached，should disputes arise between the buyer and the seller after the goods have reached the port of destination; 　　It serves as the basis upon which it is possible to ascertain whether the goods shipped by the exporter conform to the stipulations of the contract; 　　It serves as the basis upon which the importer can lodge his claims against the seller; 　　It can be used by the importer for Customs declaration and clearance; 　　It makes it imperative for the exporter to remain trustworthy and abide by the contract. 4 　For statutory inspected commodities, the certificate of qualification is one of the necessary documents for their entry or exit of a country. Customs will give clearance for them upon receiving the certificate. Unit 5　Commodity Inspection Text B 5 　For those commodities to be inspected as specified in a business agreement signed between two parties, the qualified certificate of commodities is used to certify the quality of commodities up to the standard specified in the agreement. Both parties to the agreement usually at the same time agree on their appointed institution, place and time for inspection in the terms. Both the parties can claim for any loss and launch a suit, if necessary, only under the condition that they have already strictly executed the terms on inspection as specified in the agreement and acquired a qualified certificate. 6 　Careful and proper inspection of goods is indispensable to ensure the quality of the goods that the buyer wants to purchase both at home and especially from a foreign supplier.
