Along with the enrollment expansion of higher education in 21?* century, the universities of science and engineering in Shaanxi province face a lot of challenges of development. Among the challenges， the factor restricting the development of the universities or the crucial point of the development of the universities is the construction of teaching staff. The construction of teaching staff is the fundamental construction of the universities. The Outline of Chinas Reform and Development in Education ( hereafter refers to The Outline) sets a clear statement on the construction of teaching staff. The Outline states that it is a matter of fundamental importance to construct a stable teaching staff with higher political qualities and optimized structure. This paper starts with the review of the construction of the teaching staff both abroad and domestically and compares the differences of the practices adopted abroad and domestically. Then this paper makes a clear description of the teaching staff in the universities of science and engineering in Shaanxi Province and a insight analysis of it. It points out two problems， the problem of number and the problem of structure. The problem of number does not merely refer to the number of teachers’ but also the proper number in the view of teacher-student ratio. The problem of structure is that whether the structures of the professional titles， the age， the gender and the structure of the universities from which the teachers graduated
