The information of public order is intricate. Various application systems are scattered in different police departments and their basis for application, the present state and the technology adopted differ very much. The completed application soft wares have adopted the developing tools and methods of ones own habit to realize the system functions. No unified standards for development and lack of coordination have resulted in the difficult data exchange between the completed subsystems. Even in the same subsystem, it is difficult to realize data exchange because of different developers and versions. This has made it difficult for comprehensive application of the information. The existing data are stored independently either physically or logically in the computers of various police departments. There are no applicable standards of exchange that connect the data organically. And such information has become isolated infonnation and can only be visited one by one passively by the respective subsystems. This has caused a lot of inconveniences for the comprehensive application of the information. At present, the police departments have developed many inquiry systems for various application systems that have partially satisfied the requirements for information application.
