PAGE PAGE III 摘 要 我国对保障性住房的需求大于供给，国家不可能无限制的向社会提供保障性住房。所以我国必须充分利用保障性住房资源，解决中低收入家庭的住房问题。而完善的保障性住房分配与退出制度将直接决定我国保障性住房是否掌握在最需要解决住房问题的中低收入家庭手中，是否能利用有限的保障性住房资源，最大范围的解决中低收入家庭的住房问题。但是我国的保障性住房分配制度还存在一些弊端，退出制度的建立才刚刚起步。一些规章条例还不是很完善，有待于研究解决。 本文通过对保障性住房分配与退出制度现状的研究，查找了大量的国内外相关资料。对规范分配制度与退出制度的流程，解决分配制度上的一些弊端和建立退出制度应注意的退出者补偿问题和保障性住房上市问题等提出了自己的建议。 关键词：保障性住房；分配；退出； 制度 Abstract Our country is bigger than the supplies to the indemnificatory housing demand, Unrestricted countries can not provide protection to the community housing. Therefore, the protection of our country must make full use of housing resources, to solve the housing problems of low-income families. But consummates the indemnificatory housing assignment and the withdrawal system directly decided whether our country indemnificatory housing does grasp in most needs to solve in the accommodation mid and low earning family hand, whether can use the limited indemnificatory housing resources, most wide range solution mid and low earning family accommodation. But our countrys indemnificatory housing distribution system also had some malpractices, the withdrawal system establishment only then just starts. Some rules and regulations is not a perfect system, subject to study and solve. In this paper, the protection of housing distribution system and withdraw from the study of the status quo, both at home and abroad to find a great deal of relevant information. To standard distribution system and withdrawal system flow, Solve the distribution system and the establishment of a number of drawbacks from the system should pay attention to the issue of compensation from the persons and the protection of housing, such as listing the recommendations of his own.
