The professional service capacity building of social institutions as the research object, the use of qualitative research methods, with participatory observation and interviews as the main way to the Suzhou City six social work agencies launched an investigation and in material of perusal mechanism and recent evaluation report, etc. the text material, as well as on different levels of organization staff to carry out the in-depth interviews on the basis, to build professional service capabilities of social institutions the status quo discusses and analyses the restrictive factors. The existing research found that there are two factors influencing the present professional service of social organization construction technology: repair and legitimacy. Fix for the technology is an important impetus for the professional service ability construction social institutions to improve; and legitimacy is key to enhance capacity building of professional services.
