以落实规划管理促进慢行系统复兴——武汉市慢行 交通发展策略 高嵩、郑猛、杨曌照、王维 摘要：步行和自行车交通是城市中最基础、接驳公共交通最理想的的交通方式，作为健康环保、绿色 低碳的象征和激发街道活力的重要载体，理应在城市规划设计中拥有更加重要的地位。20世纪90 年代至 今，武汉市慢行交通比例下降约18%，并主要体现为自行车出行比例的下降。为解决传统慢行规划中缺乏 强制控制的定量指标，在设计和建设阶段难以落实的问题，提出慢行系统制定分级分类建设标准，并纳入 规划管理体系的策略,以促进慢行系统的复兴。 关键词：规划管理;分级体系;建设标准;空间 The implementation of planning management to promote Pedestrian and Bicycle Transportation System rejuvenation——Development Strategies for Pedestrian and Bicycle Transportation System in Wuhan Gao Song，Zheng Meng，Yang zhao zhao，Wang Wei Abstract: Urban Pedestrian and Bicycle Transportation is the most basic and the most ideal traffic access to public transportation, as an symbol of environmental health, and an important carrier of the street vitality, should have a more important ro le in city planning and design. Since 1990s, the proportion of slow traffic in Wuhan city decreased by 18%, and mainly for the decline in the proportion of bicycle travel. In order to add quantitative indicators of coercive control in the traditional planing, promote the implementation of the design and construction phase, put forward to develop slow system classification and construction standards, and included in the planning management system strategy, to promote the revival of the slow system. Keywords: planning management，graduation system，construction standards，space 0 引言  当前，武汉市正处于建设国家中心城市和迈向世界城市的冲刺阶段，也进入 了城市交通结构调整的关键时期，面临着资源短缺、拥堵加剧、环境恶化、人口 老龄化的多重挑战，其中60 周岁以上老龄人口已占总人口的19%，远超10%的 国际标准，亟需打造与之相适应的城市交通系统，放慢城市生活节奏。慢行交通 虽然目前依然是武汉市市民出行的主体，但出行比例已由20 世纪90 年代的73% 逐步下降至当前的54%，其中自行车出行仅占18%左右，且根据实测路面电动自 行车出行量约为人力自行车的近10 倍。究其原因，慢行系统发展并不缺少规划 指引，缺少的是与其它规划的有效衔接互动和能够落实的途径。  1 现状问题  据调查，目前武汉市慢行交通满意率仅占三成，骑行者和步行者最不满意的 内
