PAGE IV 东莞市农村养老保险问题浅探 摘 要 在人口老龄化趋势日益加剧的情况下，养老问题成为我国农村居民最大的后顾之忧，如不未雨绸缪，将严重阻碍社会的发展，影响社会文明和社会稳定。因此，农村养老问题已成为摆在各级政府面前的一个重大社会现实问题和事关全局、迫在眉睫的战略任务。所以，本论文以东莞市为例，着重研究农村养老保险问题。 本文集中阐述了养老保险的相关概念及内涵，围绕东莞农村养老保险的现状与存在问题做了相应的分析，讨论了东莞养老保险的原因，就健全东莞农村养老保险的对策提出了个人的看法。 本文通过查阅农村养老保险的相关资料，结合东莞农村的实际情况，找出东莞农村养老保险存在的问题，再对问题进行研究分析，最后提出解决对策。全文分六个部分：第一部分是引言，讨论了本文的研究背景、意义和文献综述，为下文重、难点的展开做铺垫。第二部分部分是通过调查与研究，了解东莞市农村养老保险的现状。第三和四部分是论文重点内容，东莞市养老保险的实施过程中有很多问题，如年轻农民参保积极性不高、参保覆盖范围低等，需要找出原因并分析才能从中得出解决方案。第五部分通过积极扩大保障范围、减轻农民保费负担，提高保障水平、增加投资渠道，实现养老保险的保值增值、发展农村商业养老保险，完善养老保险体系这四个方面来健全东莞市的农村养老保险的对策。最后一部分是结语，纵观全文理清每一个部门，并进行综合整理，得出全面的观点。 本文主要创新体现在通过阅读并思考各种相关资料，在借鉴总结前人的观点外，另加上自己觉得正确的新的观点。但由于我对东莞养老保险的了解，更多的是限于网站和其他一些书籍上的资料，对于东莞农民工具体参保的数据了解的有限，因此观点可能会有缺陷。 关键词：人口老龄化 农村养老保险 养老保险体系 ABSTRACT The increasing trend of population aging situation, the pension issue has become Chinas largest rural residents such as a menace from the rear, will seriously hinder the development of society, social culture and social stability.
