摘 要
我国是世界上移动通信发展最快的国家之一，到1997年底用户已达1323万，预计到今年手机用户数将达到8.89亿。在第一代(1G)和第二代(2G)移动通信系统发展中，由于多方面的因素，我们未能真正形成自己的移动通信产业，现在，第三代移动通信国际上正处于起步阶段，相关的体制、标准制定工作才开始进行。通过3G把我国的科研通讯产业带动起来，使我国的通讯网逐步国产化。
3G通讯技术已离我们的生活越来越近，它的到来必将掀起一阵无线通讯的新浪潮，3G是向未来个人通信演进的一个重要发展阶段，具有里程碑和划时代的意义。预计，在我国3G的商用化尚需几年时间，站在迎接未来移动通信市场日益激烈的竞争这一战略高度上，我们将在这几年宝贵时间中，大力发展GSM，不断推出新业务，积极稳妥地做好向3G演进的准备工作 。

Abstract
China is the worlds fastest growing mobile communications one of the countries, the end of 1997 reached 13.23 million users, is expected this year, the number of mobile phone users will reach 889 million. In the first generation (1G) and second generation (2G) mobile communications systems, due to various factors, we can not truly create their own mobile communications industry, and now, the third generation mobile communication is in its infancy internationally, related System, standard-setting work has only begun.
3G communications technology has been away from our lives is getting closer, its arrival is bound to set off a new wave of wireless communication, 3G is the next evolution of personal communications is an important stage of development,milestone and epoch-making significance. Expected, the commercialization of 3G in China still need a few years, standing for the future mobile communications market with increasing competition on the strategic level, we will be a valuable time in the past few years, to develop GSM, the introduction of new services, Actively and steadily make preparations for the 3G evolution.
