浙江省“共保体”农业保险农户需求 影响因素分析 The Analysis of factors that affect farmers participation in co-insurance system in Zhejiang Province 摘要 浙江省“共保体”政策性农业保险自2006年实施试点以来，率先走出了一条在高风险地区开展政策性农业保险的路子。2009年7月笔者在温岭市和桐乡市以问卷调查方式对94户奶牛养殖户和苹果种植户进行了实地调查。通过调查，对影响农户参与农业保险的因素进行预测，在此基础上运用logistic回归模型分析具体的影响因素。结果表明，农业自然灾害对农户造成的损失程度、农户的耕地面积、风险预期以及农户收入水平四个因素对农户参与农业保险意愿的影响显著。并提出扩大农业保险覆盖面、增加农业保险的种类、加强农户对农业保险的认识以及完善对农户的帮扶政策等措施，对我国政策性农业保险的健康、持续发展具有重要意义。 关键字：共保体；农业保险；农户需求；实证分析 Abstract It has taken the lead in developing a state-supported insurance of agriculture in a region of high risk by government of Zhejiang Province, known as Co-Insurance system, since experimental units were carried into execution iin 2006. A survey concerning 94 people of dairy men and apple-planting farmers was conducted by the author of this paper, of which the purpose is to speculate the possible aspects that have an impact on farmers participation of agricultural insurance, which is based on the analysis of regression model of Logistic. As a result, factors like damage costs by natural disasters, the level of household income, anticipation of risk and agricultural acreage impose a significant effect on their participation in agricultural insurance. Meanwhile, proposals like increase in the coverage of Co-Insurance system, diversification in the sorts of insurance, and improvement in farmers cognizance of agricultural insurance and policies for policymakers are offered in the paper to help contribute to the well-being of state-supported insurance of agriculture in the country.
