摘 要 摘 要 教育是民族振兴、社会进步的重要基石，是功在当代、利在千秋的德政工程。考试 招生制度作为我国一项基本教育制度，直接影响着莘莘学子的前程命运，关系着数万家 庭的切身利益。习近平总书记强调我国培养青少年要德智体美全面发展，要深化改革教 育事业，促进教育公平、提升人才水平。而就近入学政策作为考试招生制度的具体形式 之一，对分配各种教育利益关系、推进教育公平具有重要的作用。哈尔滨市政府为保障 地方教育公平，在义务教育阶段普遍实施就近入学政策，旨在保证广大适龄儿童都可以 享受平等教育的机会，但在政策执行过程中，存在教育资源供给不均衡、教育信息不透 明等问题，严重影响了就近入学政策的执行效果。 论文通过定义义务教育和就近入学政策的基本概念，以政策执行系统模型、教育公 平理论和整体性治理理论等为理论基础，系统地分析2014-2019年哈尔滨市出台的义务 教育就近入学相关政策，对哈尔滨市义务教育就近入学政策执行现状进行研究，并据此 分析出当前政策执行过程中所出现的政策利益主体冲突加剧、政策执行过程不透明、政 策执行附加成本大、政策客体认同感低等问题及其成因。通过借鉴了法国巴黎市、日本 北海道、山东省青岛市、内蒙古鄂尔多斯市关于义务教育就近入学政策执行的优秀经 验，从中得到启示，提出哈尔滨市应从完善就近入学政策的内容规定、构建政府对就近 入学政策执行的责任机制、完善就近入学政策执行过程及改善就近入学政策执行的环境 氛围四个方面的对策。 关键词 哈尔滨市；就近入学政策；政策执行 - -I 哈尔滨商业大学硕士学位论文 Abstract Education is an important cornerstone of national rejuvenation and social progress, and a moral and political project that benefits from the present and benefits from all ages.The examination enrollment system, as a basic education system in our country, directly affects the future and destiny of students and is related to the vital interests of tens of thousands of families.As one of the specific forms of the examination enrollment system, the nearby enrollment policy has an important role in allocating various educational interests and promoting educational equity.In order to ensure the fairness of local education, Harbin municipal government has formulated a series of policies around the relevant principles of exemption from entrance examination and admission to nearby schools in the compulsory education enrollment policy, aiming to ensure that the majority of school-age children can enjoy equal educational opportunities.
