黑龙江省乡风文明建设的政府职能研究.pdf

摘 要 摘 要 随着经济与时代的发展，农民的生活水平也在不断地提升，在物质生活已经大幅改 善的基础上，提高农民的精神生活，推进乡风文明建设成为农村地区发展的必然趋势。 在十九大报告中，提到了乡村振兴战略的实施，要以“产业兴旺、生态宜居、乡风文明、 治理有效、生活富裕”为总要求，意在打造升级版的社会主义新农村。乡风文明对推进 农村建设仍十分重要。黑龙江省是农业大省，农村人口比例高达全省人口数的50%，农 村建设一直以来都是黑龙江省发展关注的重点。 黑龙江省乡风文明建设情况作为切入点，运用了公共产品理论、服务型政府理论和 基本服务均等化等理论，分析了黑龙江省乡风文明建设中政府职能发挥情况，经研究发 现，黑龙江省乡风文明建设刚步入成长阶段，但仍存在着农民参与程度不高、公共服务 不足、控制力度不够等问题，造成这些问题的主要原因是政府忽略了村民思想道德理念 建设、政府文化管理机制不健全、政府缺少专门机构的监督机构，同时，借鉴法国、日 本、韩国等国外及国内河南省、山东省、浙江省的先进经验，并结合黑龙江省的实际情 况，提出制定合适的乡风文明建设规划、加强各地区基层组织建设、各地区组织协调发 展、完善乡村公共文化服务标准等，推动黑龙江省乡风文明建设。 关键词 政府职能；乡村振兴；乡风文明； I1 哈尔滨商业大学硕士学位论文 Abstract With thedevelopment oftheeconomy andtheTimes,theliving standard ofthepeasantsis also improving constantly.On thebasisofthe substantial improvement ofthematerial life,it is an inevitable trend for the development of the rural areas to improve the spiritual life of the peasants and promote the construction of rural civilization. in the report of the 19th National Congress of the Communist Party of China, it was mentioned that the implementation of the rural revitalization strategy should be based on the general requirements of flourishing industry, ecological livability, civilized local style, effective governance and well-off life , aiming at building an upgraded version of the new socialist countryside.
