Qingdao City Geotectonical Invest igat ion Surveying Research Institute, Qingdao 2 071, China) Abstract: In 21 century, the basic issue of economic and social development in Laoshan dis- trict is to handle the contradiction betw een protection of scenic areas and economic develop- ment. The main directions to solve the lack of construction land include the exploitation of brand-effect, exerting the edge-effect, acceleration of modern service industry centralization in heart-city and the improvement of land utilization efficiency . The major solution measure to realize sustainable development of scenic areas is the exertion the tourism resource advan- tage and leisure tourism economic potential.
