全过程造价咨询应用研究——以JXZH为例.pdf

山东建筑大学硕士学位论文 摘 要 近几年，随着建筑业迅猛发展，以及国家“放管服”政策、“一带一路”战略和供给侧 改革的提出，给建筑业和全过程造价咨询的发展应用带来了大量的机遇和挑战。 我国的全过程造价咨询与国外相比起步晚发展并不成熟，虽然近几年应用全过程造 价咨询的项目案例数量剧增，但在实施过程中仍然存在一些问题。例如业主方并不重视 全过程造价咨询，没有系统的成本管控思维，对造价咨询的理解还局限于阶段性造价咨 询或现场审计；例如造价咨询没有在建设工程项目全部阶段应用，间断的造价咨询容易 造成信息缺失和断层，对风险和危机预测能力降低。 本文以JXZH 项目实际案例为依托，分析国内外对全过程造价咨询的研究现状，探 究业主方对全过程造价咨询的问题分析，进而探索推行全过程造价咨询的必要性。以 JXZH 项目为例，探索、研究全过程造价咨询理论，在建设工程项目的全生命周期五个阶 段——决策阶段、设计阶段、招投标阶段、施工阶段和竣工验收阶段的应用，分析应用 过程中的工作思路和控制要点，从中对比分析JXZH 项目的工作内容和存在的问题分析， 再跳出项目探究造价和成本在各个阶段的控制措施。 通过JXZH 项目成效和不足的分析，附加一类似B 项目失败经验教训对比，推得进 行全过程造价咨询的经验与改进。全过程造价咨询在案例中的应用为业主方带来了经济 效益，节约了成本缩短了工期，促进了建设工程项目建设有序进行，通过本文研究以期 对今后类似项目带来一定参考。 关键词：全过程造价咨询，应用过程，实践研究 - 1 - 山东建筑大学硕士学位论文 ABSTRACT In recent years, with the rapid development of the construction industry, as well as the promulgation of the countrys release management policy, the Belt and Road strategy and supply-side reforms, it has brought a lot of opportunities and challenge for the development and application of construction industry and whole process cost consulting. Compared with foreign countries, the development of full-process cost consulting in China is not mature. Although the number of project cases using full-process cost consulting has increased dramatically in recent years, there are still some problems in the implementation process.
