外来人员戒毒的社会工作介入研究——以Z市强制隔离戒毒所为例.pdf

摘 要 在我国一二线城市的禁毒工作中，外来吸毒人员异地社区戒毒社区康复难的 问题普遍存在，而创新外来吸毒人员防复吸社会管理模式是当务之急。Z市为国 内二线城市，外来吸毒人员群体较为庞大， Z市的外来吸毒人员戒毒工作模式 具有很好的参照意义。笔者首先通过走访Z市禁毒社工机构、公安禁毒部门，了 解其外来吸毒人员异地社区戒毒社区康复的社会管控新思路。随后，在Z市强制 隔离戒毒所开展实地走访，并对所内外来吸毒人员开展问卷调查。最后，通过开 展个案介入帮助外来人员戒毒。 本文尝试以外来吸毒人员为主要研究对象，通过使用文献法、问卷调查法、 深度访谈法、观察法等研究方法，客观分析外来吸毒人员人群行为及其动因。同 时，运用标签理论和认知行为理论，开展个案介入外来吸毒人员社区戒毒社区康 复，并分析个案介入实践的可行性和成效性。通过研究，以发现当前外来吸毒人 员异地社区戒毒社区康复存在的困境，并提出完善社会工作介入外来人员戒毒顶 层设计，强化异地戒毒的制度保障、经费保障、人才保障，构建稳定高效的外来 人员戒毒的社会工作介入运行机制。希望通过本研究，引起社会、政府对外来吸 毒人员群体的关注，从而在制度、机制上解决外来人员戒毒的问题，为全面禁毒 社会治理提供创新策略性思路。 关键词：外来吸毒人员；个案介入；社区戒毒 I Abstract In the anti-drugwork ofthe first-tier and second-tier citiesin China ,theproblem that drug detoxification and rehabilitation difficult in different communities for migrant drug addictsiswidespread,and it isurgent toinnovatethe socialmanagement mode of anti-relapse for themigrant drug addicts.Z City as a second-tier city,there is a relative large group of migrant drug addicts, and the migrant drug addicts detoxification work mode here has a very good referential significance. Firstly, the author visited the anti-drug social work institution and the Anti-drug Department of Public Security in Z City to understand the new ideas of social control for the detoxification and rehabilitation for the drug addicts in different communities.
