温州市垃圾分类政策实施中的问题及对策研究.pdf

摘 要 城市垃圾围城问题成为日益严重的社会问题，垃圾是城市发展的附属物， 城市和人的运转，每年产生上亿吨的垃圾。一边是不断增长的城市垃圾，一边 是无法忍受的垃圾恶臭，成为城市垃圾处理中的棘手问题。高速发展中的中国 城市，正在遭遇垃圾围城之痛。实行垃圾分类，可以使城市居民生活垃圾合 理化、减产化、无害化，是造福于千秋万代的益事。因此，温州市在2018年5 月已经出台 《温州市城镇生活垃圾分类工作方案》，对于垃圾分类做出了明确 的部署和要求，但是目前，人们只停留在表面的意识，垃圾分类效果甚微。 城市生活垃圾分类是一项政府和公众共同参与的系统工程，目前温州市城 市生活垃圾分类还存在生活垃圾分类收集处置体系不健全、公众参与度不高、 制度不完善、工作推进缓慢等问题，为尽快推温州市城市生活垃圾分类工作向 深入发展，本论文尝试以公共管理的角度，通过实证研究，从政府、居民、市 场等角度进行研究，了解影响城市居民垃圾分类政策实施效果的因素，调查垃 圾分类为何实施效果不显著的原因，探究政策中的一些问题，为政府更好的推 广垃圾分类、提出健全垃圾分类体系、采取差异化收费方式，结合互联网+创 新垃圾分类方法等对策，为创建美好的城市提出建设性的意见。 关键词：生活垃圾；城市；垃圾分类；温州 I Abstract Garbage siege has become increasingly serious. Garbage is an appendage of urban development.The operation of cities and people produceshundreds of millions of tons of garbage every year. On the one hand, the growing urban garbage, on the other hand, the unbearable odor of garbage, has become a thorny problem in urban garbage disposal.Chinasrapidly developing citiesare suffering from garbage siege. The implementation of garbage classification can rationalize, reduce production and make municipal household garbage harmless. It is a benefit for thousands of years.
