摘 要 地方政府是执行公共政策的主体，关系到政策目标能否有效实现。在实际执 行过程中，诸多因素的制约着公共政策执行，少数政府存在不同程度、不同形式 的政策执行偏差，导致地方政府的行政效率和质量被拉低，严重影响了地方政府 的公信力和执行力。 本论文主要分析影响地方政府公共政策执行的因素，寻找推进公共政策有效 执行的办法，对促进乡村振兴，推进新农村建设，推动文化、旅游与其他产业深 度融合、创新发展具有重大的实践意义，同时也进一步弘扬本地的民俗文化。 首先，对政策执行的理论、概念进行总结从而建立起系统的认识，阐释引起 执行偏差的原因，进而分析问题和解决问题。 A 其次，本论文将在公共政策执行的视角下解读江西省 镇赛龙舟民俗文化政 策的执行现状、存在的问题以及产生问题的原因，通过实地调研，与村民进行访 谈和交流，详细论述A 镇赛龙舟民俗文化政策在实际执行中的具体情况，借此来 分析当下地方政府公共政策执行现状，政策执行偏差的具体表现。 A 最后，重点分析 镇赛龙舟民俗文化政策执行偏差的深层次原因，提出自己 的见解及推进民俗文化政策更完备执行的对策，为地方政府提升公共政策执行效 果提供参考意见。 关键词:地方政府；民俗文化；执行偏差 1 Abstract Local government isthe subject of implementing public policy,which isrelated to whether policy objectives can be implement effectively. In the actual implementation process, public policy is restricted by many factors, a few governments have the different degrees or forms of deviations in policy implementation, the administrative efficiency and quality of local governments are lowered, which also affects the credibility andexecution ability oflocal governments. This thesis mainly analyses the factors which influence the local government executes the public policy, looks for feasibility methods that can promote the public policy execution. It has great practical significance to promote rural revitalization, the building of a new countryside, accelerate industries which include culture, tourism and other industries to integrate and innovate, in the same time, carries forward further the localtraditionalculture.
