电子商务发展中地方政府角色分析 ——以Y市为例 MPA 公共管理 （ ）专业研究生：刘锐 指导老师：任晓林教授 摘 要：电子商务作为21世纪的主流商务模式，在经济大环境萧条时，电子 商务可以作为一股逆流，给传统的贸易方式带来了巨大的冲击。可以说，电子商务 的发展引领全球经济的发展方向，俨然成为全球交易、交流新的准则。不再单纯是 一个技术问题，而是国家经济转变的一次重大机遇。因此，地方政府若想当地经济 迅速转型升级，抓住电子商务这个机遇，可谓是搭上经济快速发展列车的不二之选。 本课题欲站在政府的层面展开研究，在电子商务发展中，政府需要扮演什么角 色、发挥什么作用，才能有效保证国内电子商务快速、健康的发展。基于我国目前 各个城市间发展电子商务的成效良莠不齐，因此笔者以Y 市实际情况为切入点，将 “电子商务发展中地方政府角色分析”作为研究核心，应用文献研究法、比较分析 法、个例分析法，结合电子商务中的基础理论、政府角色理论、政府市场关系理论 等理论从该市电子商务发展的现状、存在的问题、政府所采取的措施等方面分析， 并以我国电子商务发展领先城市杭州市获得的经验及在电子商务发展中突出表现 的陇南市获得的经验为借鉴，提出对Y 市乃至国内其他电子商务发展滞后地区在发 展电子商务中，政府如何施政才能有效保证地方电子商务高质量发展的参考建议， 同时有助于促进我国地方政府角色理论及相关政策、法规的完善。 关键词：电子商务；地方政府；发展；政府角色 AnAnalysisoftheLocal Government Rolein TheDevelopment ofE-commerce ——ACase Study ofYCity Absrtact E-commerce is the mainstream business model in the 21st century.
